D'Iberville police Chief Wayne Payne tells The Associated Press that Harrell was found slumped over his vehicle's steering wheel Tuesday night by officers responding to a call about an impaired driver.
Payne says Harrell was charged with a second-offense DUI involving a substance other than alcohol. A blood sample has been sent for testing.

Payne says Harrell is out on bond. No court date has been announced. It's unclear whether Harrell has an attorney.
The DUI arrest is Harrell's second in D'Iberville since July 2012, when he was found to be driving under the influence of prescription drugs.
Harrell also faced charges in Tennessee, where he's accused of driving impaired in an April wreck resulting in a death.
