A representative for Miley Cyrus insists the teen star was joking when she told revelers at her birthday party last week that she's becoming a "stoner."

The former "Hannah Montana" star celebrated turning 19 at a bash in Los Angeles, and pals presented her with a cake in the shape of pot-smoking reggae legend Bob Marley.
Cyrus, who was caught on film last year puffing on a bong, giggled, "You know you're a stoner when friends make you a Bob Marley cake -- you know you smoke way too much f-----' weed."
But a rep for the singer/actress tells "Access Hollywood," "The cake was a joke and Miley was being sarcastic. It is being completely taken out of context."

On Sunday, Cyrus' pal Kelly Osbourne, who was at the party, took to her Twitter page to tell fans Cyrus' comment was a joke.
