Kristi Noem previously noted that Homeland Security has an "intent to withdraw" the certification Harvard needs to allow for international students, as the Ivy League institution refuses to acquiesce to Donald Trump. However, District Court Judge Allison Burroughs temporarily shut down Trump's plan to punish the university by filing a temporary injunction.
"I want to maintain the status quo," Burroughs said.
