Christopher Wray made in sworn testimony.

On Tuesday, July 1, Senate Judiciary Committee Chairman Chuck Grassley was given documents from the FBI — obtained by the bureau's Albany field office in August 2020 — claiming that an investigation into Chinese influence over the 2020 election was "suppressed" by the agency's leaders at the time. According to the papers, in a plot circulated through the FBI Intelligence Information Report (IRR), on September 25, 2020, the Chinese government allegedly made "a large amount" of fake American driver's licenses and garnered data through TikTok to ensure "tens of thousands of Chinese students and immigrants sympathetic to the Chinese Communist Party" would "vote for U.S. Presidential Candidate Joe Biden, despite not being eligible to vote in the United States." FBI Assistant Director Marshall Yates wrote in a letter to Grassley, "Based on conversations with key individuals involved, it was conveyed that the recall of the IIR was abnormal." The IIR report was allegedly recalled by FBI headquarters after it prompted "significant attention" within the agency. "One reason cited for not releasing the IIR was because 'the reporting will contradict Director [Christopher] Wray's testimony,'" Yates said.

According to Chuck Grassley, the unearthed documents "smack of political decision-making and prove the [Christopher] Wray-led FBI to be a deeply broken institution." Said the Republican from Iowa, "Ahead of a high-stakes election happening [between Donald Trump and Joe Biden] amid an unprecedented global pandemic, the FBI turned its back on its national security mission. One way or the other, intelligence must be fully investigated to determine whether it's true, or if it's just smoke and mirrors. … Chris Wray's FBI wasn't looking out for the American people – it was looking to save its own image."

In a sworn testimony before the Senate Homeland Security and Government Affairs Committee on September 24, 2020, Christopher Wray emphasized that the FBI found nothing nefarious going on with the validity of the election process. The then-director stated that the FBI had "not seen historically any kind of coordinated national voter fraud effort in a major election, whether it is by mail or otherwise." Said Wray, "People should make no mistake we are vigilant as to the threat and watching it carefully, because we are in uncharted new territory."

Donald Trump's acting FBI Director Kash Patel authorized the agency to make the documents about the alleged interference public. "Now's the time to rebuild the FBI's trust," Chuck Grassley noted of the new leadership. "Director Patel's willingness to work with me to establish renewed transparency and accountability is a critical part of that process and I applaud him for his efforts."
