During his first administration, Donald Trump launched the Victims of Immigration Crime Engagement program (VOICE).The organization was created to assist individuals impacted by "migrant crime," but Joe Biden expanded the program to be more inclusive and investigate abuse in migrant centers.

At an event at Immigration and Customs Enforcement (ICE) headquarters on Wednesday, April 9, Kristi Noem announced the VOICE program is returning."President [Donald] Trump is righting the ship, and he's reopening this office, and he's going to prioritize not only these families, but all the families that will be impacted by illegal immigration and the tragedy of losing someone," Noem said.
"ICE's VOICE office will speak for those that we have lost," she added.

Maureen Maloney — whose son was killed in a drunk driving accident involving an undocumented resident — spoke to the crowd."VOICE is an organization that is staffed by specially trained liaisons who provide victims and their families [with] information pertinent to the illegal offenders' immigration status and custody status," Maloney said.
"VOICE can also address their concerns and questions regarding immigration enforcement and providing local contact for resources and referrals," she added.

Sabine Durden-Coulter — who also lost a child in an accident involving an illegal immigrant — displayed her son's ashes."That's all I have of my son," she said while placing a container on the podium. "With VOICE, I don't feel alone."
Durden-Coulter's late son, Dominic Durden, was a sheriff dispatcher driving his motorcycle when he was hit by an illegal immigrant.

ICE acting director Todd Lyons asserted that VOICE will be a supportive outlet for "angel families" who've lost loved ones to crimes committed by illegal immigrants."Whether an alien commits fraud, sexual abuse, murder, drunk driving, crimes, battery or other criminal offenses, we can help," he said.
